EU PPWR Compliance Checklist for Paper Packaging Buyers
The EU Packaging and Packaging Waste Regulation (PPWR) phases in from 2025 through 2027. For paper packaging buyers, the practical question is rarely “am I compliant?” but “can my supplier document it?” This checklist turns PPWR into a supplier questionnaire you can send today — six questions, the documents to collect, and a fillable scoring grid.
What PPWR actually changes for paper buyers
PPWR rewards single-material, recyclable, design-for-recycling packaging and pressures difficult-to-sort composites. For a paper packaging buyer, that direction is generally favourable — but the regulation has no single certificate. Compliance is shown through documentation, and recycling outcomes still depend on local infrastructure. The right move is to ask your supplier for evidence, not assurances.

EU PPWR: compliance timeline and what it means for paper buyers
The PPWR (Regulation (EU) 2025/40) replaces the 1994 Packaging and Packaging Waste Directive and, as a regulation, applies directly in all EU member states without national transposition. Below are the dates buyers and suppliers actually plan around, followed by what the rules change for paper-based packaging specifically. Dates are taken from the EU Commission’s PPWR guidance; supply-chain figures from FSC’s 2025 annual reporting.

What it changes for paper packaging buyers
Paper and paperboard are in scope, but the regulation’s hardest numeric targets land on plastic packaging — recycled-content minimums (Article 7) apply to plastic only, and cardboard is explicitly excluded from the reuse-target quotas. For paper buyers, the practical obligations are:

Recyclability-by-design. Single-material paper substrates are favoured over paper–plastic laminates. A supplier’s material-composition report is what lets you evidence this for your market.

Substance limits. The heavy-metal ceiling (≤100 mg/kg total) and PFAS restrictions in food-contact grades apply to paper too. We screen our papers under RoHS / REACH and supply the reports we hold.

Responsible-fibre proof. There is no single PPWR “certificate”. Chain-of-custody certification (FSC/PEFC) is the recognised evidence of responsibly sourced fibre and is routinely requested in EU retail tenders.

Documentation, not assurances. Conformity is shown with a material-composition report, a recyclability statement, and any market-specific test reports. Ask your supplier for the files — that is exactly what the checklist below collects.
Why chain-of-custody matters right now
Responsible-sourcing documentation is becoming a default buyer requirement, and the FSC system — the most widely recognised forest certification — keeps expanding. Per FSC’s 2025 reporting:
- 171.4 million hectares of forest certified to FSC standards worldwide, up 7.4% year on year.
- 68,037 Chain-of-Custody certificates issued globally, up 6.6% year on year.
- The Asia-Pacific region now accounts for around half of all Chain-of-Custody certificates — directly relevant for buyers sourcing converted paper from the region.

1 · Six questions to ask your paper packaging supplier
Is the product single-material or multi-material?
PPWR rewards design for recycling. A single-material paper substrate is far easier for mills to sort and reprocess than a paper–plastic laminate, which is exactly the kind of composite the regulation pressures.
What coating is used, and is it disclosed in a material-composition report?
Coatings (silicone, PE, PLA) change the end-of-life profile. A written composition report lets you assess recyclability for your destination market instead of assuming a uniform answer.
Do you hold FSC or PEFC chain-of-custody certification?
Chain-of-custody certification is the recognised proof of responsibly sourced fibre and is routinely requested in EU retail and private-label tenders.
Can you provide a recyclability statement or design-for-recycling assessment?
PPWR pushes recyclability-by-design. A supplier statement explains how the product is intended to be recovered in practice, which is what buyers and auditors actually review.
Do you hold market-specific test reports for the EU member state I sell into?
Recycling infrastructure varies by country. Where a specific standard or test is required, ask for the report rather than accepting a generic claim.
What is the recycled-content position, where relevant to my SKU?
PPWR sets recycled-content targets mainly for plastic packaging. For paper, the relevant signals are responsibly sourced fibre and recyclability — so confirm which obligations actually apply to your product.

Frequently asked questions
Is there a PPWR certificate for paper packaging?
No. There is no single PPWR certificate. Compliance is demonstrated through documentation — chain-of-custody certification (FSC/PEFC), a material-composition report, a recyclability statement, and any market-specific test reports your destination requires. A supplier’s transparency is the real signal.
Does PPWR ban paper packaging?
No. PPWR targets difficult-to-recycle and multi-material composites and sets recyclability and recycled-content expectations. Single-material paper packaging is generally aligned with the regulation’s direction; the practical task is documenting that alignment for your market.
Does PPWR apply if I only sell in the UK?
PPWR is EU law and applies to packaging placed on the EU market. The UK operates its own post-Brexit packaging regime. The questions in this checklist are good procurement practice for any market, but you should confirm the specific obligations for the regions where you sell.
When does the EU PPWR apply from?
PPWR (Regulation (EU) 2025/40) entered into force on 11 February 2025 and generally applies from 12 August 2026, 18 months later. Recyclability performance grades apply from 2030, with only the higher grades (A or B) permitted from 2038.
Does PPWR set recycled-content targets for paper packaging?
No. PPWR’s mandatory recycled-content minimums (Article 7) apply to plastic packaging only. For paper and paperboard, the core obligations are recyclability-by-design, substance limits, and responsible-fibre proof such as FSC or PEFC chain-of-custody. Cardboard is also excluded from the regulation’s reuse-target quotas.
