FSC-Certified Packaging Paper: A Buyer's Guide to Specifying the Right Label
If you source packaging paper — gift wrap, tissue, kraft or greaseproof — "FSC-certified" now shows up in more purchase orders, brand guidelines and tender documents than ever. The reason is practical, not just ethical: the EU PPWR is raising documentation and traceability requirements for packaging, ESG reports need defensible fibre claims, and many retailers will not list a product without a recognised forest-certification mark.

The three FSC labels, side by side
FSC (Forest Stewardship Council) certifies that fibre comes from responsibly managed forests and is tracked through every step from forest to finished product. The label on your paper tells you the source of the fibre — and the three labels are not interchangeable on your packaging.
FSC 100% — every fibre comes from FSC-certified forests. Highest sustainability claim; common for premium brands and hero wraps.

Controlled wood: what the 30% gap in FSC Mix must avoid
FSC Mix allows up to 30% of the fibre to be controlled wood instead of FSC-certified. Controlled is not a free pass — it is fibre screened to exclude five unacceptable sources. Understanding this is what separates a credible FSC Mix claim from greenwashing:
So when a supplier says FSC Mix, the 70%+ is certified or reclaimed, and the remainder is wood verified free of those five problems — the legal floor the FSC mark stands on.

FSC Mix vs FSC Mix Credit (the detail buyers confuse)
This is the detail most supplier pages skip, and the one that causes failed audits. FSC Mix and FSC Mix Credit are not the same claim:
FSC Mix (percentage system): the physical batch you receive contains at least 70% claim-contributing input, so the product can be sold and labelled as FSC Mix.
FSC Mix Credit (credit system): a supplier pools certified input across production and allocates a capped volume of FSC product. The specific roll or sheet you receive may not be physically 70% certified — only the volume is balanced overall.
Why it matters: if your brand guideline says FSC Mix, a supplier delivering FSC Mix Credit paper may not let you put the FSC label on that specific batch. Specify the exact claim you need, and ask for the certificate and the claim statement — not just the word FSC.
You can only print the FSC mark if the chain holds CoC
The single most misunderstood rule: the FSC label travels with Chain of Custody (CoC) certification. To put the FSC mark on your boxes, bags or wrap, every party that touched the material — forest, mill, and your paper supplier — must hold a valid CoC certificate, and the transaction documents must show the FSC claim and licence code (starts with FSC-C).
A paper supplier without CoC cannot sell you FSC-certified paper that you can legally label. Always ask for the supplier's CoC certificate number and confirm it is current before you commit.

How to specify FSC in a purchase order (copy this)
A clear specification prevents disputes and failed audits. Include:
Template line for an RFQ: Require FSC Mix paper with valid Chain of Custody (supplier to provide current FSC-CoC certificate number and FSC claim statement on invoice); FSC Mix Credit not accepted unless specified.
Label type: FSC 100% / FSC Mix / FSC Recycled — name the exact claim, not just FSC.
Claim system (if Mix): state FSC Mix explicitly if you need the physical batch to qualify for the mark; do not accept FSC Mix Credit unless your guideline allows it.
Supplier CoC: require a valid FSC Chain of Custody certificate number on the quotation (e.g. ESTS-COC-200766 for WiseInco).
Claim statement on documents: invoice and delivery note must show the FSC claim and FSC-C licence code.
Product match: confirm the paper grade (grammage, finish, coating) is available under that claim.
Keep records: retain the certificate and claim statement for ESG reporting and customer audits.
Common mistakes buyers should avoid
Assuming FSC is one label. Confirm 100% / Mix / Recycled — they are not interchangeable on your packaging.
Accepting FSC Mix Credit when the guideline requires FSC Mix. The physical batch may not qualify for the mark.
Buying certified paper from a supplier without CoC. Without CoC, you cannot legally label the finished product.
Forgetting food safety. Greaseproof paper for food still needs food-contact compliance alongside FSC.
Treating FSC as only greenwashing defence. It is also a tender prerequisite and a quantifiable ESG metric.
A worked scenario: when FSC Mix and FSC Mix Credit collide
A buyer writes FSC paper on the PO and the supplier ships FSC Mix Credit stock. At finished-goods audit, the brand's packaging team wants to print the FSC Mix mark on the carton — but the batch documents only support a credit claim, not a physical ≥70% claim. Result: the mark cannot be applied to that batch, the retailer audit flags a mismatch, and the reorder is delayed.
The fix is upstream, in the PO: name the exact label (FSC Mix, not FSC), require the supplier's CoC number, and state that the claim statement must appear on the invoice. Thirty seconds of specification saves a failed audit and a missed ship window.
FSC and EU PPWR: why documentation now matters more
Under the EU PPWR, packaging faces rising requirements for recycled content and traceability. An FSC Chain of Custody claim is one of the cleanest ways to document responsible fibre sourcing for importers and brands selling into the EU. How do I verify a supplier's FSC claim?

Does FSC certification help with EU PPWR?

Is FSC Mix Credit acceptable for EU PPWR documentation?
It can support a volume-based responsible-sourcing claim, but it does not let you print the FSC Mix mark on a specific batch. If your EU documentation or packaging needs the on-product FSC Mix mark, specify FSC Mix (percentage system), not FSC Mix Credit.
